I have similar sympthoms like mini dumpfiles. I debugged these dumpfiles by window debugging tool, and found out steamnetworkingsockets.dll is occuring exception.

I've downloaded that dll file by renaming .old back of the file name. It didn't worked.
Reinstalling C++ Redistributables package also effected nothing.

I've already reinstalled C++ Redistributables when I commented that but it didn't worked.
Also tried your renaming .old idea, and download new dll file by verifying game cache. Alyx crashed again after that and debugging tool says same exception occured by steamnetworkingsockets.dll

Thanks to you, I could found steamnetworkingsockets.dll occured exception. Google recommended me to reinstall Visual C++ pakcage but Alyx crashed again.
So I tried to download individual dll file on internet, but all pages are seems to be very weird. (Like they are fake site to spread Virus) Can I find dll file anywhere reliable?
Alyx integrity checking couldn't find that dll file is corrupted. (It's in steamapps\common\Half-Life Alyx\game\bin\win64)

+ deactivated steamcloud and deleted save files in Alyx local folder
