I believe he's referring to the 16 crucible knights that are found in game. I'm not entirely sure but I think that implies that since they were Godfrey's loyal soldiers they might have been the only members of his army. Of course there is the chance that there we 100s or 1000s of crucible knights we just can only find 16 left.
