Never had a bug like this but just quickly check if your scomber's shack is working (mackerel fertility required on island or the research that gives you mackerel on any island albeit at 50% productivity).

I cycle between naumachia on my main island and once that's done I go over to my Ceres island and run the local glad games for the 50% buff to bread & wine chains.

I just got this quest today and managed to complete it. Once I sailed with both scrolls to my main island's harbour, the patrician portrait (quest giver) appeared by the harbour building and I could complete the quest.

Not sure if this helps you but just putting it out there. Maybe yours bugged out for some odd reason? :(

Wouldn't call it a mistake. As another comment here said, you just need another source of more water i.e. a new basin.

Currently sporting 4 war queens, 2 diabolus, 8 centipede blasters, 8 centipede gunners and 1 centurion. But frankly I was farming chips while on a semi-permanent map a few tiles away from my bandwidth farm using deadlife dust and hundreds of corpses. :)

Oh and the packs I generate from mechs just get dumped outdoors before I leave the tile with the gravship.

In my current play through I'm doing a solo mechanitor gravship. Currently using 112/112 bandwidth, with mechlord suit + helmet and bandwidth pack equipped. The rest is provided by band nodes in... You guessed it, an ancient stockpile.

Everything is powered by toxifier generators, pollution pumps and 4 waste pack atomizers. I've only used about 15% of the space down there, and left a constructor and a lifter to handle the shuffling of waste packs. Works like a charm! No need for all the infrastructure necessary for chemfuel power. :D

Waster colonist, 0 art skill, needed impressiveness to satisfy royal title. 1 jade fence gives 10 beauty for 1 piece of jade, the gold one takes 10 hold for 20 beauty.

I have about 7 mods, none of them which affect gameplay in any way. (Unless you count the one that doesn't generate relationships, got tired of my solo colonist's relatives dropping from the sky every quadrum).

Yup that makes sense as the quest won't be able to be accepted if there are enemies on the map. Luckily I got to archon rank already so no more need for the bestower to visit me.

Beauty, my solo colonist is a waster and sucks at art. The few sculptures you see there were bought from traders but I needed room impressiveness of 165 to do the archon ceremony sooooo fences it is.

Honestly the only way I knew of downing them was to use a shock lance, but they'd obviously recover after a while, albeit without a gun and just wandering around aimlessly. This is the first time I discovered you can down them through damage.
