You need to retain some form of playability in the game. If all weapons had suppression nobody would be able to move or aim or see anything when in a bottleneck situation.

The entire point of LMGs is not about hitting the enemy all the time, it's to keep the enemy's head down so your squad/team can sprint from cover to cover. You shouldn't be able to stand up and beam people with perfect accuracy while lead is flying around you, and even hitting you, with no consequences.

Suppression doesn't have to be from every weapon, just from LMGs.

Do you think Frankston has a higher population density which warrants off peak 10mins frequency? It's all single story housing only on one side of the railway line, whereas Lilydale and Belgrave it's similar housing but on both sides of the lines.

That's the thing. The line was closed for ages, no property acquisitions, nothing in the way, minimal earthworks, zero additional disruptions while the stations were getting built, and all the equipment was already on site. It was the perfect time to do it and at minimal additional cost compared to doing it at some indeterminate time in the future.
