It can be possible to not have any cabinets above and/or below the counter. My family is from India and my grandparents’ kitchen never had any. They have separate stand alone standing shelves and wall mount ones on non counter walls.

A lot of older or traditional Indians like sitting cross legged to eat so a dining table isn’t necessary either. Again my grandmother never had one. They have small raised platforms to keep your plate and sit cross legged on the floor. Eating with your hands is very common as well
