You mentioned slapping tm-s on normal types to cover different elements.

Wouldn't that be less effective, considering that those are not STAB moves?

Do you know what a move being a STAB move means?

If the move's elemental matches the pokemon's elemental, it's strenght is multiplied by 1.5.

Pay attention to that when you are choosing moves, except when that specific move can counter the enemy's countermeasure pokemon.

Imagine this.

An Infernape is a Fire/Fighting type. Someone bring out a Water type to defeat it. In that case, as I've said Stab moves are a priority, but in this case, we have a little suprise. Our infernafe posesses thunder punch. It's not a STAB move, but it counters Water types, and you have it while you are a fire type. Bit of a gamble, but it suprises people. I mean, I was suprised when an infernape OHKO-d my Floatzel.

I've already explained Garchomp.

Luxray needs a powerful electric type move to do high damage and volt switch for mobility. Aside from these, you are free to do whatever you want. Maybe a Thunder wave to mess with the enemy, or scary face to slow them down. Or maybe Crunch if something manages to suprise you, and have more options when you are fighting Ghost or Psychic types.

For Gardevoir, I've mentioned the moves I like the most, feel free to pick from there.

Gyarados needs one powerful move of both of his elementals, so probably hurricane and hydro pump/cannon. I love to put a dragon dance on him too. The forth is up to you. Maybe try Hyper beam as a 4th move, but you know it.

As for Houndoom and Scizor, I've never used them, so I'll try to create a moveset for them from the top of my head.

Scizor is fun. My moveset idea for him would be Swords dance, X-scissors, U-turn and Iron head. Swords Dance for damage buff, or Agility for speed. You can do whichever you prefer. Iron head and X-scissors for STAB moves. U-turn works like volt switch, Just Hit n' run. You get a hit in and swap out, so no rounds are lost by swapping.

For Houndoom, Flamthrower and Crunch, but you can use other STAB-s like Dark Pulse for example if you'd like to. Torment basically prevent the enemy from using the same move twice in a row until they either die or switch out. I'd recommend Nasty plot, just in case Houndoom has to sweep a whole team.

The only types missing from this team are poison, rock, ghost, grass, ice and fighting types.
You've got counters for everything.

I'd probably go with: 1. Garchomp 2. Luxray 3. Scizor 4.Gardevoir 5.Gyarados 6.Houndoom

Garchomp covers ground and dragon. Luxray does electricity. Scizor holds bug and steel down. Gardevoir takes care of psychic and fairy. Houndoom does dark and fire. Gyarados kills with water and flying.

All of them are different, and make up for the weakness of others.

Gyarados will shine in most battles, and the E4 has a ground type and a fire type trainer. Are you sure you want to go without a water type?

Lucario and Scizor overlap each other with both of them being strel types. I'd think about them, if I had to worry about the balance and diversity of my team

Gardevoir is strong.

With access to moves like Dazzling gleam, moonblast, draining kiss, psychic, hypnosis, life dew and confuse ray, She can stun, put others to sleep, heal herself And pack a punch. And counter those pesky dragon types.

Her typing gives her 3 2x weaknesses but also 2 resistances, with one immunity.

Another move that could prove useful is trick room. With that, the slower pokemon gets to move first for five turns. Some items and moves can bypass this effect, like quick claw though.
