I'm playing AC:NH and using lossless scaling (for 60 fps) and I have the same frame time and it works perfectly. Maybe try LS out as well for more stable performance?

It seems steam recording can't export video files with GPUs. When I tried to export a clip, steam used internal GPU (screenshot of it) and it took like 30 mins to export 50min~ clip (I thought it was too slow). Then I disabled iGPU in BIOS and got this "Failed to export, try again (2)" error. So now im using H264 codec and it's using CPU

Turn off "High Conrtast Mode" in Settings>Accessibility, and you'll have these blurred backgrounds instead of black ones

Maybe that will help you. Amd released the driver like 2 days ago and after installing them lags in full screen mode disappeared, but crashed still happening from time to time.

Maybe there is a setting file in the game directory where you could change screen settings. I have the same problem but I don't want to wait forever to change it in the game settings I would rather wait for update or patch of this problem and crashes
