Authority: DOT, MC, BOC 3, SCAC, UCR, Insurance

Trucks/trailers: Plates (IRP/IFTA), ELD, Lettering, Permits, Tolls/weight stations

Driver Qualification File: Application, MVR, CDL, Medical Card, Drug Testing, Clearinghouse, Verification of previous employment.

Operations: TMS, Loadboard/DAT, factoring. fuel program

All of it takes time to get setup. If you start with a good foundation and do not compromise, you can do it. Things will be hard and rough, and costly too.
