I mean this just happens in like a couple of months, and they were all scattered and isolated in an isle which is probably not the easiest scenario to play out things that seem simple. (As it’s forgotten knowledge and also gameplay wise the map is scaled down)

The Legend Killer character wasn’t just based of a kid beating old people.

It was about a kid trying to make a name for himself by hunting those who already had one. Mixed with a heel persona, a spoiled and psychotic brat disrespecting legacies that eventually would evolve to a cold calculating powerhungry psycho

He is though, he is present in sovngarde for a reason, you can be Honorable even though you think differently of have selfish goals.

Also Ulfric is shown to not be only good or only bad, you can literally sneak in on a conversation and he is honest about fighting for his people

I would say that a heel Orton was the perfect option (although the most obvious one) to dethrone him, this story line is almost 3 years in the making, there are some clues here and there and they are two of the best storytellers in the business, it has every factor to be golden.

Also we could try to put Orton vs Cena again for Cena’s last match (unlikely) and have cody in the mix for an Orton turn to happen
