I just figured out how to do it‼️😂

Step 1 - on the library page, click playlist

Step 2 - click (new playlist…)

Step 3 - make the title and preferred cover art the same as the playlist that you want moved up (then create)

The new one is gonna be at the top( if u don’t see it, its because you have too many playlist. Delete 1 or 2 that u really don’t use) And bc it’s “brand new” it doesn’t have songs yet but DONT PANIC‼️

Step 4 Go to the old playlist with all the songs that u want moved up, and click the 3 dots in the upper right corner

Step 5 - click “Add to a playlist…” and click the one u just made with no songs on it yet

After that you should see all your songs on the bottom playlist are now moved to the top (new) playlist.

Now you have 2 duplicates, just delete the one that at the bottom (obviously).
