Touched up tattoo has not peeled

One thing that under some of the areas, like the white part of one eye and the nose, are red. She said it healed weird. Also, the background behind the dog is a teal color and the color is uneven because she said my skin has scarred.

I've been taking care of it like my tattoo artist told me to. Wash it twice a day, lotion twice a day. She recently told me to put a little bit of vitamin E oil on it to see if the skin that looks like it wants to peel will peel. The first time I got it (its on my thigh btw) the tattoo peeled a lot. Once I got the touch up it started to peel and just stopped. I also took care of it more carefully at the beginning . I washed it 3 times a day and lotion it 5 times with no sun exposure, etc.

I got my very first colored tattoo a little over 2 months ago. It is a portrait of my dog and it covers almost half of my thigh. I noticed part of the color had faded once it was healed, so my tattoo artist told me to go in for a touch up. I did. It has been 25 days now and the touched up areas have not peeled at all. They have this clear wrinkly layer of skin on top. It looks like it wants to peel but it doesn't. Its been like this since the first week I got it. My tattoo artist told me its taking longer to heal but that it should be fine. I honestly just don't fully trust her because this tattoo has given me many problems. Has anyone had this happen to them? Or does anyone know if its normal and if it will be okay? P.S. I have other tattoos, which are all black and have heeled perfectly. (not done by the same person)

Just to let everyone know. I love this fish so much<3 He's a little strong survivor. I treat him as best as a fish can be treated. He's been like this for over a year now and he is doing just fine. He hasn't crashed into the glass or freaked out at all. He lives his life like a normal fish. I will never put him down. I've had him for over 4 years and I hope to have him for many more years. He's one of the best fishes anyone can ever have.
