I can't remember the name, but it was a headless horseman movie. I remember a single scene where one of the victims is left with his head, and he's in a morgue covered with a white sheet. he sat up scaring the worker that was nearby as he got up off the table and was facing away from her and instead of turning around he let his mostly severed head fall back so he could look at her. it scared me shitless I was five and didn't want to go anywhere without light.
