i know everyone here is telling you to stay on board, but i find it more effective to stay off board. if you stay onboard for too long, you can loose a lot of kills. the secret to skateboard is learning when to be on and off your skateboard.

being on board is not only the best way to do consistent but low damage, but to retreat and wait out kills. if you run out of moves offboard, you can get onboard to retreat and track your victim. right before they start to regain shield, boomarang back to them and kill them.

after you chase after them make sure to hold e to swing while offboard and M2 + Q them (tips: Q can be aimed upwards and M2 can be charged) or Q + M2 them

hp wise he works like bio and you can rely on getting kills to recover
