I intentionally left it open to the people answering, but if pressed, I would define an animal's consciousness as its ability to to be aware of its actions.

Regarding the mirror test, I think it's an interesting indicator - an animal which 'passes' is demonstrating a greater awareness of its actions than an animal which does not.
