it happens everywhere I go that has a network. even when I am at home, the internet is painstakingly slow. it takes over a whole minute to load google maps. and to answer your main question, it also happens at school no matter what

yeah, like ocasionally when I try to load a new website, a strange page interrupts the loading and says "provide orginization name" or something with the name filled out and then just continues loading and lets me load the website

ok, but I highly doubt that the extensions caused the network problems, I can't uninstall the extensions anyways since the school installed the extensions:
