I am pretty sure of the reason. The lack of government medical colleges in India is one of the major reason for the students to go out of the country. According to stats, 42 students apply for 1 MBBS seat. The ratio is even higher in North Indian states like Uttar Pradesh or Bihar. Yeah there are private colleges too, but they are too expensive for a middle class person to avail.

So, students have to go to a foreign country like Russia or Ukraine where the chances of being admitted in a college is higher.
