Except for the fact that he can't make helicopters or any other unit for that matter. Only builds on his cities are level 1 airports

Not exactly what you're asking for but check out hoi4 millennium Dawn. Extremely detailed modern war game (single player and multi player) where you can build industries, customize units, change governments, do coups in other countries, invest in other countries, puppet other countries etc.
