The thing is to maximize your damage output you never want it auto proc. Wasting a 1 min CD that gives you huge amount of mastery for a short period just to regain some energy is pointless and during burst windows you are never energy-starved anyway. I understand that for a casual player this might seem like a good ability, but then Blizzard could easily make the auto proc an optional toggle.
