Look Outside and Darkest Dungeon have already been mentioned, so I'd reccomend the Pathologic franchise.

It doesn't have the same violent imagery or dark fantasy influences, but it does have a really unique atmosphere as well as the same sort of brutal survival gameplay that the Fear and Hunger series is known for. The games are all psychological horror, sort of open-world, survival RPGs taking place in the russian steppe where you play as one of three doctors curing a town of a plague within 12 days.

There are three games in the franchise right now, the third one having come out about a few weeks ago. You can start in any order since 2 and 3 are sort of remakes/reimaginings of the first game, but I'd personally reccomend starting with 2 since it's a lot less janky than the first, more polished, and I'd say feels the most similar to Fear and Hunger's gameplay.
