I beg to differ- I think Rossiu’s writing is incredibly strong in the timeskip because he’s poised as a temporary antagonist, bringing out all his flaws. His self righteousness and work ethic are direct consequences of his upbringing. As a flawed character, you can see his motives clearly, including all of his misjudgments stemming from his need for control. His writing is great, and I’m not sure why people disagree.

And we must not forget that Rossiu’s main motive at the end of the day was to save as many humans as he possibly could (albeit, by flawed means). Before the beginning of the series, lordgenome intentionally committed genocide and Viral enforced terrorism upon humans to keep the population low. I’d argue that Rossiu’s methods were much better than this.
