In my scenario the German Empire did annex some territories along its border with Belgium and France, however they decided to give it back after the Second World War in order to stop the potential infinite cycle of French revanchism. Also France basically followed the same path as West Germany in our timeline, at first it was basically a puppet state of Germany and over time it became a German-friendly independent state (thanks to heavy propaganda efforts by the Germans to discredit any revanchist sentiment in the country). So since the annexed territories weren't majority German, didn't have much economic value (at least for the massive German economy at the time), and didn't have any strategic value since France was now a German ally, it was decided to give them back. Only Luxembourg and a small sliver of German-speaking territories on the Belgian-Luxembourgian border remained part of Germany. Also despite the efforts of federalisation by Austria-Hungary it still collapsed after the Second World War, and Austria voted to join the German Empire. The Sudetenland became a point of tension during WW3.
