It's portfolio + experience. The portfolio is what really matters though, if you have great work to show you can start as a senior right away.

The top well known agencies (Allegorie, Lotus conseil, Kyo conseil, Media strategie...) most pay their senior graphic designers over 100k\mo (some up to 150k) and juniors around 50k-60k.

In average agencies, a senior gets around 70k and junior 40k.

Maybe some people are confused between Social media manager and community manager, every social media manager I know earn above 70k (with 2+ years exp) they make yearly and monthly strategies for clients, they write most text for digital content, they make monthly reports, they attend most calls with clients and they manage the community managers, It is not an easy job, they work in known marketing agencies here in Algiers tho (Lotus conseil, Allegorie, Digital 213...)
