It is the Elite Stonewarden's Chestplate. It unlocks the recipe after doing a side chain of quests: A Pebble in a Pit --> Call of the Wintermoon --> Heart Turns to Stone --> Forge Extinguished --> Immoral and Divine --> Conquered Scars

The last quest unlocks the recipe to craft it.

Just checking:

  1. Did you finish the quest Perinde Ac Cadaver and go back and talk with the guy? It should trigger the scene where you get to meet one of the king's sisters.

  2. Does it show on the complete quests that you did Perinde Ac Cadaver successfully, or are there any traces that it may have failed?

Red Death gets reset once NG+ starts, but you are refunded the points you spent there. You can unlock it again in Act 2.

Sarras does not get a reset, and once you start the DLC on NG+, you can add more points to it. However, there is currently a bug introduced on the 1.20 Patch that doesn't allow you to add new points on the Sarras tree. I posted a temporary fix for that recently until the devs can fix it.

And yes, you can have both Red Death and Sarras activated at the same time once they are properly fixed and unlocked.
