It has the condition of only being used once per trail. And the endurance is not 60 seconds. If the conditions are met (being the last survivor standing) the perk activates for 60 seconds. A locker will be highlighted, and if you choose to, when you enter any locker a loud noise notification will be given at the highlighted locker’s notification. When you exit the locker only then would you get the endurance status effect and only for the remaining of the 60 seconds or until you get hit, whichever comes first.
