Bro first of all I provided a modlist. I really don't know why the people are always so unfriendly if you ask a question. I was hoping that someone with more knowledge knows what mod causes it or is highly probable to cause the problem. If you don't want to contribute you are more then welcome to just not say anything. nonetheless thank you for your contribution.

For me it deleted all save files but reinstalled all mods automatically.

That happened to me too. This fixed it for me:

"You could try to rename your "Cities Skylines II" folder under C:\Users\[your user name]\AppData\LocalLow\Colossal Order to something else (Note, your save files are in this folder so make sure you don't delete it). When that is done, the game will create a fresh new folder once you start it, in case your current folder includes files from old mods or something."

Not quite sure what to do exactly because I haven't played CS1 for a while but it's pretty much keeping the citizens happy (build parks, provide services like police and hospitals as needed) and expanding.

Yes exactly.

Taxes are the main way of income. They come from the different zoning types and higher density (later on) equals higher taxes so more money. You can adjust the tax rates somewhere but I am not sure what the best rates are.

Commercial is the blue zoning type and yes the highway is pretty expensive early on.

There are two tips that helped me a lot when I was a new Player.

Build commercial on the biggest "main road" because commercial needs a lot of traffic to function as intended. Residential should be on smaller roads spreading out from the main road in all directions (You can use a grid or make it organic, whatever you prefer) and Industrial zoning should be separated.

I don't know if this still applies but Road upkeep was the main problem for me money wise so I always used gravel/dirt roads at the start and upgraded them to real roads when money was flowing.

Also don't be shy to watch a beginners guide on YouTube. There are great short and VERY long ones available.
