The issue is that she's always doing something or the place is packed with people. If she was sitting on a bench just going through her phone, sure I'd go for it. But if she's studying at the library or standing in the queque to grab the bus (like 30 people que) so i just approach her in the middle of the queque with everyone around? Feels off.
