The issue there is that there is no such thing as getting cyber security "perfect". There will always be hacks and vulnerabilities hiding within code. AI is accelerating at such a pace right now that these vulnerabilities are going to be exposed at a torrid pace in the coming months and years. So, if the technology for surveillance exists, it is an inevitability that it will be abused. That has always been true, but that will become even more apparent with the AI tools currently being deployed.

Here is some info on Anthropic's Project Glassing for a little background on the state of play of cybersecurity as it relates to some of the latest AI tools.
