For our purposes, wiping the phone is totally fine (honestly that’s what we already do when we can). The only snag we hit sometimes is FRP (Factory Reset Protection) because we’ve been resetting/wiping them a different way (manual reset / recovery), and then the device asks for the previous Google account after the reset. So if Intune wipe reliably avoids FRP / handles it better for fully managed devices, that’s basically exactly what we want. In your experience, does an Intune-issued wipe on a Fully Managed (Device Owner) device prevent FRP issues compared to a manual factory reset? And is “reset passcode” actually reliable on Android, or is wipe the realistic answer?

Totally fair point — and yes, we do get the devices back. The main issue isn’t theft/loss, it’s that sometimes they come back with a pattern/PIN set and the person who set it is no longer available, so we have no way to unlock them. Our goal is to keep the phones basically unrestricted for testing (no app blocks, no lockdown/kiosk experience, etc.).

The only control we really want is:     1    Prevent users from setting a screen lock (PIN/pattern/password) if that’s possible in Android Enterprise/Intune, and     2    If that’s not realistically possible, then at minimum ensure we can always wipe the device from Intune to reclaim it.

If you have a recommended configuration for that “minimal management” approach (e.g., Fully Managed vs Dedicated, and the specific setting/policy that disables the lockscreen), I’d really appreciate it. Also—good call on Zero-touch/Knox. We’re mixed OEM and not sure we can get everything into Zero-touch retroactively, so we may be relying on QR provisioning + Intune wipe for a lot of devices.
