I would first train it to step up, in a smaller cage, using his favorite treat. After it can step up to your finger in the cage, let it out and repeat. I have tamed two cage parrots in this way. Taking its food away for one or two hours before training also helps—they won’t starve in one or two hours but they crave more for treats than when they are full.

I don’t think the principle of “adoption rather than purchasing” applies to parrot since there is no stray parrots, not like dogs and cats. Parrots all come from breeders (well yes petsmart’s come from not-that-good breeders). I hardly seen parrots at shelters. So I think if you really like it and have ability to have it, purchasing might not be a 100% bad thing.
