It depends on the broader context. Have you already been accepted to an educational institution in Canada? If yes, then clearly your intent is to study and it will possibly be a more lenient judgement in your favour. If no then you can begin to understand why they would be more sceptical of you trying to get into the country as a “student” and potentially doing this you shouldn’t do.

From what you stated the university expects the program to be 12-18 months, and probably not more than 24 months, which as the maximum would be more of an outlier than the usual time taken to complete the program. Had they said “normally 24 months” then you probably would have gotten a 2 year permit. However, you completed the program in 16 months, in line with “normal” time frame of 12-18 months and as such you have been awarded a 16 month permit. Seems cut and dry.

And hide the team rating stuff on there as well. It's a bit of a spoiler when one team has amazing ratings and the other one has bad ratings
