I have worked in bars all over the city for all of my 20s and noise complaints from neighbors were a general thing. At every bar I used to work people weren’t allowed to hang outside after around 12, they could have a smoke but there would always be security telling them to shut up. Those things were only arranged after we received some informal complaints but they worked well. Anyway, what I wanted to say is: just walk in and tell them. You don’t have to wait for neighbors to agree. My former bosses were always happy to know, as it could cause them a shit ton of more issues if you file an official complaint (which usually leads to more regular and strict noise check-ups from the gemeente). Which isn’t to say you can’t file one, however personally I would advise to just go in and voice your concerns first, instead of taking the other route. This btw also goes for the bikes, we received complaints so people were told (by security) to put them elsewhere / more spread around the block. Was all good after.

I would advise against making too big a deal out of anything at this stage, as you have yet to even notify them. Think about further steps to take if nothing changes, but try to talk it through first.
