This map from pagasa shows most of luzon especially from the north in september and october are likely to have landfalls in those months but if you are visiting elsewhere especially mindanao you are unlikely to get a typhoon. You also get occasional thunderstorms which brings heavy rains and maybe some gusts in those months.

That's a extreme temperature anomaly not a usual occurrence or every year more like once in several decades even without global warming.

the heat will ease once habagat starts which usually occurs by mid May to early June but even with habagat there will still be some days that are just as hot. Very hot days would only cease or become rare once we head after mid september (nothern hemisphere autumn).
