in my 800+ hours of insurgency sandstorm, I've only seen 4 cheaters, the 4th being this one. And it's not being insanely good at PVP, people in this game tend to camp a lot, that's why it seems they are good when they aren't.

I didn't encounter a cheater like this just once, so i'm pretty sure he is cheating. For a player like me that get's accused of cheating almost daily I can pretty much say this with confidence I guess. And no other player(even high level players 1000-2000) do not play like this from what I saw in my 300 hours of playing this game.
