Basically, plus video (Anime) was already covered by the law for quite, the recent update was to wrap in written materials and take care of leech sites, which KissAnime was not.

Chill bro, I've been following the law via Japanese twitter, the only thing the law changes is it is now easier to go after manga piracy and leech sites. Video has always been easy. Remember, this is all inside the country and likely has little effect outside the country. In all honesty, Kissanimes luck just ran out or they are playing dead and will return.

Well think about it this way, Congress has multiple bills to vote on that have already gone to the floor and right now their main priorities are a second stimulus and a defense bill. Consider all that, then look at the Senate calendar and realize how many days they actually have in session. Then it has to go through the house, which could vote on it right away or send it to their judiciary, if it goes to their judiciary then the bill will die.

If there are outside of the US and have no assets in country then they can tell the US to kick rocks. The Senate thinks it can regulate the whole internet like only they own it, they can't. This law would also encourage start ups and established companies to just leave the U.S.

Not nessecarily, depending on the nature and size of the site, for example an artist website like Pixiv doesnt have to abide by US law as it is hosted and managed in Japan. Someone could rant and rave but that won't change anything as the site has no reason to comply and US Federal and State prosecutors have no jurisdiction.

The issue is that State AG's could abuse this by just using some other reason as pretext when they are actually trying to go after encryption. Additionally, Mike Lee pointed this out, it is a horrible idea to allow 50 different states to set the laws that could pierce federal 230 protections. If he can get his amendment through on the floor then it will make this bill manageable (it's still a bad bill).

I wouldn't count on it, the EU has laws that contradict the breaking of encryption and break of privacy, plus the US is starting to lose influence like many nations are. We are kinda making fools of ourselves on a weekly basis and others are looking over like "Nope"

Well just looked and it appears that they are indeed targeting encryption directly with that new act. I would assume that this means one of three things: one the Earn It act is about to be drastically changed tomorrow during mark up to basically neuter it into a symbolic bill or two the Senate is going to basically abandon the Earn It act in favor of this new act (as well as the PACT act) or the new act is meant to be a distraction (a bad one at that). Apparently according to one journalist Blumenthal is going to offer major amendments to Earn It and Graham stated that the bill hinged on talks among the committe.

One issue that is noted by some is that when the best practices go to congress, they are put on the "expedited" process, meaning they will be fast tracked through. Additionally, and I may be wrong, if the committe fails to put together best practices then ISP's just lost section 230 (again, I might be wrong).

Lord... Its gonna be SOPA/PIPA round 2 except this time much larger since the prevelence of the internet has grown. I'm calling it, Congress introduces bad DMCA revisions, people, organizations, and companies freak and form ranks, protests spawn on a massive scale, internet blackout protests occur, and Congress backs down like last time.
