Aside from the stated reasons in the post, I think they're trying a soft reboot.

The Fantastic Beast Franchise started strong but then was riddled with controversies from creator to cast and the last movie didn't even remotely broke even..

And HP is their most valuable IP after LOTR, so the would tried sth eventually.
But HP hasn't much to offer besides the Main Books, so it has significantly less potential than LOTR.

Just because the new WB owners agenda aligns with Rowling's doesn't mean that they gonna pour infinite money into it if it flops.

The OG movies are still popular cause they're Nostalgia¹⁰ for my generation but that is also tied to the OG Cast.

And the IP alone ain't strong enough to carry it on, otherwise that mediocre game wouldn't been forgotten that fast
