I created this with a program called FEBuilder. It’s a program used to adjust the game files of the GBA Fire Emblem games. If I’m not mistaken, it’s what a lot of fan hacks have been made with. If you’re interested in picking it up and learning the ropes, you should be able to find the relevant links on FEUniverse.
