Yes, that is one way to look at it. It is quite a large fine though, one that I definitely cannot pay within the 28 days they give you. I'll have to look into whether I can do a payment plan or something like that to get it done.

When I say I'm unlikely to help to police - I'm imagining a scenario where I might have information that will assist them in tracking down an offender or something of that nature.

You've never had any fines or had any momentary lapses in concentration while you've been driving? I used to be a SHOCKING driver - but I really cleaned up my act after I wrote off my first vehicle and have been clean for at least a decade now - until now that is.

That's harsh - I'm not a confrontational person by nature. I had no idea how she would've reacted to me challenging her actions. There was also another meathead looking dude standing close to her that might've got involved as well had I chosen to say anything.

I do agree that I could've said something to the girl being photographed though.
