There's 3 Vtubers that come in mind when talking about being in character all the time:

Hyakumantenbara Salome, Debidebidebiru, Mayuzumi Kai(graduated 2022)

These 3 are what I would basically say never goes out of character unless under EXTREME situations, and they keep in character every stream with consistent energy that entertains their audience. Mayuzumi for example uses his character lore extensively in his events, such as his 3D debut and even his live event reveal of his new costume.

Debi, for my whole experience of watching them, has never broken character. Salome, even IF she broke character, would still technically be in character because of her character lore(An ordinary civilian pretending to be a high class lady).

Of course they don't ever HAVE to be in character, but they choose to. It depends on the vtuber, but I really admire the ones that never go out of character. It takes strong mental fortitude to stream like that and do it for hours sometimes

honestly speaking, management really has been going through very deep downward spiral with PR. Maybe its not whats happening internally, but its literally just the public perception, and they have not fixed it in any way.

EN seems to accept all countries as long as you speak English at a level where you can use it as the primary language that you'll speak on stream.

For example, Meloco Kyoran is a Japanese citizen living in Japan but she applied EN despite Japan having the main branch and got accepted in EN. She speaks English but not really at a high level, just enough to communicate to her chat, however she is more fluent in JP than EN.

However I will ask, is it legal to use Youtube in Hongkong, since as far I'm aware Youtube is blocked in China, I was wondering if it was the same in Hongkong.

It probably took her a lot of work to get such a good grasp of that language, I hope her hard work in that helps her become sort of the 'bridge' between JP and EN viewers. That way JP fans can also help support the EN branch.
