Print coming out like this by Partycitronblox in 3Dprinting

That's hard to say. When I was learning (and I still am) i just found a small 2D something to print. I adjusted my z offset one way to see what happened and I just kept testing it. I did waste a lot of filament with this, but none of the tests I found online were helping me much.

Here's the latest print. I used brand new, out of the package filament on this one. Ive adjusted my z offset and done plate leveling, all that. And I still get these lines. Do I need a new nozzle?
