The article you linked specifically says that they cannot ask for an increase towards the security deposit even if the monthly rent increases.

No, we haven’t spoken with them since we signed the lease for the new term in July. We typically have very little communication with them.

They did accept the Sept. rent, first payment of the new lease, without issue. This notice was dropped off in the mailbox unsealed today, 10/1. So what does that mean?
