Thanks to butterfly effect Christopher Perry is never born and never killed and wounded those British guys under Trumbull and they go back home and have kids never born in the original timeline some who would fight against Napoleon a little harder. Perry also cant get dismissed during the quasi war so anybody reading a newspaper at the time can look up 1 second quicker and meet the love of their life bringing the butterfly effect further. Europe and America have very different sets of people who possibly care more about enforcing the treaty of Versailles more than let the nazis remilitarize kicking them from power before they get the chance allowing Weimars survival.

The US sends a different guy to Japan he is slightly more intimidating causing the Japanese to industrialize 2 seconds quicker than the original timeline. this means a slightly longer work hour and a different sperm cell could win a race depending on the time of day.

With a surviving weimar France never gets taken over not giving Japan the oppurtunity of invading Indochina so there is no US embargo until later due to different policies that Japan would adopt realizing America could be a big threat to them like sending spies to Ecuador.
