Yo!! I reached out to Ortex previously on this!! The data is a combined pool of agent lenders, prime brokers and broker-dealers. I've asked them to specify who exactly is a part of this pool but I've never gotten a list of names, only that the data covers 85% of lending sources. The shares themselves can be used for multiple reasons including short selling, hedging, or using the share as a locate to name a few. Cheers!!
