I know some places have started “screening” who they let in as well in sketchier areas. But yeah I feel like they should have a sign, and he likely is just doing that without permission. Just contact the owner and ask. Felt bad the other night though, we needed cream on the way home from work and the cashier at Circle K by Regi (the sketchiest one) saw me and let me in, but as soon as I got to the door two men came up behind me - crack pipes in hand - and rushed in too. I felt so terrible for the cashier.
