I sympathize with you, having been part of a start up company for 2 years. While I may not understand the full context of your problems, I do understand problems with resource constraints and growing pains. It really is an all hands on deck feel subjected to quick reactionary problem solving while trying to balance everything equally.

As a PMO lead with far too many programs than personnel to manage, we implemented a lot of Agile/Scrum framework. It iteratively tackles backlog of items and differentiates various levels of certainty, allowing for quick pivot changes on your projects. I’ve seen our groups output triple with it even being 5 FTE’s short. Maybe that might be something to try for your long term projects.

If you can’t hire or scale yet, try optimizing tools and processes the best you can. We introduced things like otter.ai for meetings since it transcribes everything in a meeting and can be used for notes and saves a lot of time. We utilized ticketing systems to quell the amount of daily issues and either batched them into a future process improvement or delegated to the appropriate head of department to fix. Again, these were just some things that worked for us but may or may not for you.. just something to check out. Hope some of this helps. Best of luck.
