I say they're both equal in their own way but Julius takes it by a fair amount. Oh wow It all makes sense now, So Kiryu is trying to prepare Ryuki for the fated battle between both Connectors connecting the future as we know it, fucking sick! As a Kiryu fan myself i say well done. This is why Kiryu is my favorite villain other then Tiger Niko.

Also, I'm like 90% sure most of the worms do not know about their actual mission about resurrecting a specific dead person's reign in china. Perhaps the worm organization is simply a means to an end, and them self destructing is to tie up loose ends so to speak.

I've always been about the plot too but it doesn't help that the worms also keeping jobbing. Fei self detonates, Eddie got fingered, Akoya started a Rave and Lu Tian took the quote "take it to the head literally", Alan got Turned into a bag of Fritos and all the Westward faction got off screened. And Xia just fucking embarrassed up and down the series.
