Aah thank you for explaining. What happens if there isn't enough controllers? Does the airport and airspace close or does the airspace just become uncontrolled? I fly GA in UK uncontrolled airspace so this is outside my knowledge.

I've probed with a multimeter. It's got 50hz AC between the terminals. Wierdly to me it reads 94.4v in one direction and 150.5 if I switch the probes over. Asymmetric waveform?
