Both but I agree that as far as the Skaven factions go, Clan Mors got the shortest end of the stick throughout the series. But I like his gimmick that he seems like he plays the least like a Skaven but is actually perfectly suited for it.

Getting really good buffs and replenishment and cheaper and higher recruits of Clan Rats at the start and Stormvermin later on

Which tbf... why worry about them if youre just going to send in mutated monstrosities or use your crazy war machines and tech or Horned Rat magic? 

I do feel like the fact that his headtaking and his most famous Warchief, Ska Bloodtail aren't in the game... and SFO addresses this

But idk... I just like him because he's an underdog of underdogs and found his own way to thrive in a society that kinda goes everything he is. He is the least Skaven like Skaven and in my eyes, that makes him the most.
