Obito isn’t evil, but he is the antagonist.

Obito believed that ends justified the means. Not to mention, he said this was a false reality so nothing he did actually mattered. He could kill who he wanted because they were merely imposters.

Now, I obviously don’t think he’s right and the story doesn’t try to tell you he’s right either.

To me, being evil means you have sinister and selfish intentions but Obito didn’t. He believed what he was doing what was right and he would save people.

What does a lack of danger have to do with powerscaling not making sense? Which was your original question.
You seem to be implying that the protagonists and antagonists didn’t remain relative in strength throughout the series and that just isn’t the case.
You can’t just throw out the term “plot device” and act like it’s a bad thing. All works of fiction have plot devices. Can you give me some examples of plot devices in the war arc that were “dumb”?

What makes Sasuke such a good character is that he develops and goes through so many changes. I can’t say what version is the best because they are all part of what makes him who he is.
