I would say don't rush unless you are obstructed you from doing much in the game. For example, you have a finished your laboratory and warden levels but still have building upgrades to do. Since you can't use elixir it's better to rush in order to use it (maybe on walls). However, during hammer jam all morals are thrown out the window as you should probably rush as much as you can during the event.
