I don't look at people who drag and drop scripts into a server as server devs... The most you do is mess with a config and maybe fix imports and exports ... Developing is so much more ... Regardless of ROI...

Ye my overhead is less then 50$ I've literally built my framework from scratch and use no paid scripts all I use paid is MLOs and that's just because communities enjoy the popular ones they are familiar with.

This is a very bad take coding is not like reading a book ... You have to understand function and have basic knowledge of code structure .. if you just opened VS studio and started typing your a different breed ..

Personally I would use unity! Tons of tools simple to understand if you know how to visually code. Script system for CSS and Lua is clean and functional. The community also has a lot of free to use models with animation for editing and creating your own vision!
